Citizens Park is the largest park in Richmond and is usually bustling with people. The central oval occupies most of the park. The whole park including the oval is a designated dog off-leash area but on the sports ground dogs are allowed off-leash only when the ground is not in use for approved sporting events (including training). Dogs must be kept on-leash within 10 metres of sporting grounds when they are in use for approved sporting events (including training). Dogs are prohibited within the playground at any time and dogs must be kept on-leash within 10 metres of the playground area.

Facilities at the park include a playground, bins, pavilion, adult exercise stations, BBQ, picnic tables, water tap with water bowl (in two locations) and toilets (the toilets are terrible - a combination between an injecting room and a storage location for homeless people and I would avoid them).

The oval is completely fenced and has lots of gates. Provided you can rely on all the other dog owners to shut the gate after entering or leaving, then this is equivalent to a fenced dog park. There are plenty of seats around the oval. There is metered parking along Church Street but we found some free parking along Highett Street.
